光明棋牌,光明棋牌下载市城市管理局文件 常城管〔2006〕24号 ''; mso-ascii-font-family: ''Times New Roman''''>市区城市道路、道路绿化带和临街人行道 ''; mso-ascii-font-family: ''Times New Roman''''>一体化清扫保洁试点实施意见 天宁、钟楼区管建局、环卫处，各有关街道，市环卫处： 为进一步提高光明棋牌,光明棋牌下载城市道路整体清扫保洁水平，优化城市环境，创新城市形象，经研究，决定对光明棋牌,光明棋牌下载部分城市主要道路的快慢车道、道路绿化带和临街人行道进行一体化清扫保洁试点，现提出如下实施意见： 一、试点范围及时间要求 这次一体化清扫保洁首先在中心城区主要道路范围内进行，具体划定为新丰街、和平路、吊桥路、广化街、西瀛里、早科坊、邮电路、东西横街、博爱路这一区域内的25条主要干道及5条次干道，计56万平方米。 试点工作方案编制、经费核定、有关标准制订及各项准备工作于4月份完成，从5月1日起正式实施。 二、实施主体和运作模式 一体化清扫保洁由市、区环卫处统一组织实施。实施一体化清扫保洁以后，原市园林局负责的道路绿化带保洁作业从所属绿化管养中剥离出来划归环卫部门，原街道负责的“门前三包”中人行道清扫保洁作业直接划归环卫部门。 市环卫处负责制订一体化清扫保洁试点方案，确定一体化清扫保洁作业标准，并按照总的作业量核定作业经费，具体按照现有行政区域划分，将一体化清扫保洁作业任务分解落实至各区环卫处，由区环卫处按照试点方案实施。 三、作业内容和作业标准 试点区域道路实行一体化清扫保洁后，其作业内容为道路快、慢车道的清扫保洁、道路附属绿化带保洁和临街人行道清扫保洁。 根据这次一体化清扫保洁试点30条道路的实际情况，作业标准由市环卫处按照三部分作业内容合并作业的操作模式、参照《江苏省城市环境卫生作业服务质量标准》和其他相关标准制订。实施一体化清扫保洁后做到三个统一：即统一作业标准、统一作业时间、统一检查考核。 四、一体化清扫保洁经费测算和资金来源 一体化清扫保洁作业经费由市城管局和市环卫处负责核定。试点区域道路快慢车道清扫保洁经费已在2006年度环卫行业预算经费中覆盖，本次不作调整；人行道和绿化带清扫保洁经费按一体化作业要求进行核定。一体化清扫保洁作业经费来源为： （1）年度环卫行业预算经费中相应覆盖的部分； （2）试点区域内各街道门前三包经费中划出的人行道保洁经费（具体比例为试点区域原门前三包经费的50%）； （3）缺口部分由市统筹解决。 五、保障措施 1.加强领导、明确责任 这次一体化清扫保洁试点涉及到诸多部门，因此各部门必须明确责任，加强配合协调，认真组织实施。 市城市管理局负责全市一体化清扫保洁的统一领导、协调和指导，市环卫处制订相关标准和办法，负责具体组织实施。 各区管建局和街道办事处负责协助试点区域道路人行道面积的核定和人行道清扫保洁权的移交，参与一体化清扫保洁的检查、监督和考核工作。 各区环卫处负责具体操作、管理和检查考核工作，统一组织好人员安排、工具车辆调度以及垃圾收运线路的调整等工作。 请市园林绿化管理局配合做好试点区域道路绿化带保洁权的移交和衔接工作。 2.加强管理、严格考核 各区环卫处要把一体化清扫保洁的道路管理责任分片、划段、定点，将目标任务层层分解到人，定岗定责。在考核上，由市环卫处根据试点方案和作业标准制订考核评分细则，纳入区环卫处正常作业考核，市环卫处组织进行检查，并根据检查考核结果按照考核办法核拨作业经费。 3.保障经费投入、引入市场机制 实施一体化清扫保洁，必须建立经费保障机制。今年的环卫作业经费核定已经结束，一体化清扫保洁所需经费必须按照前述三个来源加以落实到位，以确保试点工作按时、顺利开展。 下一步要结合环卫改革，引入市场竞争机制，适时将一体化清扫保洁作业推向市场公开招标发包，为环卫作业服务市场化探索经验。 附件：1.一体化清扫保洁试点道路基本情况汇总表 2.天宁区一体化清扫保洁试点道路情况表 3.钟楼区一体化清扫保洁试点道路情况表 二○○六年四月十二日 '';
